The Ministry of External Matters outsourced its Apostille/Attestation services from March 1, 2012. After contracting out of collection as well as distribution of papers by MEA, no files for apostille are accepted by MEA directly. The original paper is to be submitted straight to the outsourced firms along with a photocopy of the record and also a photocopy of the Ticket of the candidate for Apostille India. Apostille Treatment:
Apostille from MEA can be done after attestation from appropriate State Govt. authorities. Apostille Certificate Attestation procedure is required when an individual requirement legalization of his document to be used in a participant country of Hague Convention. The procedure of Apostille of certifications from Ministry of External Matters (MEA) of Government of India can be done on all Indian Certificates.

Action 1-- Verification of Documents
All initial documents/copies needing Apostille/attestation from MEA should be first confirmed by the assigned authorities of the State/Union Region from where the file is released.

For Educational records, The files ought to first be testified by the Education Division/ Personnel Advancement (HRD) of the concerned State Government/Union Region. The verification must be done with the name and designation seal in addition to the seal of the Division.

For Non-Educational documents, Home Division or General Management Department (GAD) of the issuing State Government/Union Territory is the designated authorities to carry out the main attestation. The attestation must be done with the name and classification seal along with the seal of the Division.

Industrial DocumentsThese are to be pre-authenticated by the respective Chambers of Commerce. The rubber stamp of the corresponding Chamber of Business have to be affixed on each record in addition to the name & classification of licensed signature.

Step 2-- Apostille of Papers
The Ministry of External Affairs (MEA) after that, legalizes/Apostille the records on the basis of the trademark of the designated authorities of the State Government/Union Territory/Chambers of Commerce as well as attaches Apostille Sticker label on the reverse of the Original documents.
