Action 1-- Verification of Papers
All original documents/copies calling for Apostille/attestation from MEA must be first verified by the designated authorities of the State/Union Territory from where the record is issued.

For Educational records, The papers should first be testified by the Education Division/ Personnel Development (HRD) of the worried State Government/Union Territory. The authentication should be performed with the name as well as designation seal as well as the seal of the Division.

For Non-Educational documents, Residence Department or General Administration Department (GAD) of the releasing State Government/Union Area is the marked authorities to embark on the main attestation.
