Step 1-- Authentication of Documents
All original documents/copies requiring Apostille/attestation from MEA should be first verified by the designated authorities of the State/Union Region from where the document is released.

For Educational files, The records need to initially be proven by the Education Division/ Personnel Growth (HRD) of the worried State Government/Union Territory. The authentication must be performed with the name as well as classification seal as well as the seal of the Division.

For Non-Educational documents, Residence Department or General Administration Department (GAD) of the releasing State Government/Union Territory is the designated authorities to take on the key attestation.
